Scope: client-engagement. Emil Barr’s GovGrid business decision, made with Michael in the room. Not a Rye Valley decision; do not roll into Rye Valley decision logs or scoreboards.
- Date: 2026-10-13
- Decider(s): Emil Barr and Michael Houck (GovGrid side), agreed with Pramit Mallik (Mode Mobile)
- Status: decided
Decision
The first Mode Mobile pilot covers 2 to 3 state departments, ideally within one state, with accounting workflow data as one of them. GovGrid does the extraction; Mode does de-identification. Pricing comes per dataset after the intake form; partnership split and engineering division of labor are negotiated after the pilot is scoped.
Context
Second Mode Mobile call (meeting), after Oct 12 with Awais. Mode wants as much workflow data as possible; GovGrid’s data must be pulled agency by agency at real cost, so it wants a proven path before scaling. Consistent with scoped pilot before any exclusivity.
Options considered
- Full-scale pull across many states up front (Mode’s appetite for volume): deferred, too many internal hours before value is proven.
- API-style access into state systems: rejected, would not clear state IT/security procurement.
Consequences
- GovGrid picks its most responsive agencies and fills out Mode’s intake form, accounting first, legal as a strong secondary.
- Mode prices each dataset; terms discussion follows.
